If you are thinking of countries run by despots, plenty of African countries fit that description. Think of Idi Amin of Uganda, and current Zimbabwe.

Spanish coins during Franco's dictatorship will work as well, if you're looking for dictators.

Don't forget Hoxha's Albania, Belarussia currently under Lukashenko, Lybia under Khadaffi, Iraq under Saddam, current Venezuela, Turkey and Russia, current Brunei, Saudi Arabia with their royal family, Argentina under Peron, etc.

Come to think of it... How about Pol Pot in Cambodia? Turkmenibashi in Turkmenistan? I don't think there's a ready made list of countries (formerly) ruled by dictators, despots and suppressing regimes. You can start one yourself with our input here and some research on the net. We'd probably be amazed by the outcome: I guess there's been hundreds, maybe thousands in the last few centuries. I doubt that there can be a comprehensive list since it is partly a matter of opinion if a country fits the bill. There are solid democracies, solid dictatorships, and everything in between.

I can't for the life of me think I can name any Country that has a "squeaky Clean" History.  I would think that every country has its skeletons in the closet. You have to remember as well that the Victorious always write/rewrite the history books Regardless of this there are some coins that were produced by countries what we now consider to be "unsavoury" that are rather nice.

Belgian Congo had some of the most beautiful coin designs I've seen, and one can hardly think of a more horrible country. (Well, a more horrible country that made any coins, anyway.)

Anyway, do colonies count as countries? If I nowadays fly from Paris to Reunion or Pointe-a-Pitre I'm technically on a domestic flight...
