2011 Doubled Die Obverse / DDO . I Think. Not Really Sure Though.

Experiment with the direction your light comes from - either move the light or the coin, until you get an accurate representation of what's on your coin. Could this be a different die state or even possibly a whole new doubled die? Or are these the markers just slightly worn? If it is a whole new double die or the 11 in a different die state, what should I do with it? Also here is that ugly green splotch I was talking about.
