If you are referring to the s in states on the reverse it appears to be a strike through grease error.

It looks like the die was starting to show progressive indirect design transfer on the outline of the bust. But most of the time that the area where STATES is affected is caused mostly by striking up of the bust design. Not a premium coin, but interesting to new collectors.
