Sorry, but we need a better picture. This picture looks bleached. It looks like a film of something on the obverse, but this may just be an artifact of the photography.

At any rate, it looks like there is very little wear.

Likely a frosty finish. Areas where it is darker is
where the frosty finish has been worn off due to rubbing.
The luster on coins of the late 30's and early 40's were
sometimes frosty. It was the nature of the die.
Some forum member with more knowledge may be able to be more specific.

Agree with little wear, only the rubbing, MS-64.
