That is what is known as
Die Deterioration. It appears on all devices as the die wears. Sometimes it is just one device or several, but always towards the rims on the 1980's forward cent dies. Date on the right side, LIBERTY on the left side and the tops of the Motto. Mostly seen on the obverses, but can happen also on the reverse in later die states. Here is an example:
Not noticed on the tops of the motto, but it can be seen there also at times. I've seen one area affected or two areas, but on an extremely worn die it can happen on date, LIBERY and motto as well. Not noticed this way on the multi-hubbed dies, just the single squeeze. The profile of the devices are lower on the single squeeze dies. Probably why it wears in that direction from the die moving the planchet material with a pushing motion from the center to the edges of the coins struck. Thus the wear.
