Do you think that is a small die crack next to the "E" on reverse?

I am now certain that this is not an error of any kind. The blob on the obverse was quite clearly added after the strike. The reverse also seems to show a surface contaminant.

Mike, what do you think that contaminant is? like some sort of epoxy or glue.

The normal weight suggests that this is some kind of opaque plastic. It wasn't necessarily put there on purpose. You can find lots of coins with crud stuck to the surface.

You can really see the flowing here as it almost looks like two layers

Kino of looks like an epoxy from the last bunch of images. (bondo comes to mind)
