I've tried to very carefully rub over it with thumb but it is very hard. I don't believe it is gum.

While some substances are too hard to take an impression, such materials are rarely found embedded in coins. This item also appears to rise above the adjacent normal surface and design. If this is the case, then it was added after the strike.

Mike: Same with the spot opposite it on the reverse?

The blemish on the reverse does not lie opposite the foreign metal on the obverse. If it did, it would be located near the upper right corner of the Memorial. This blemish may be an unrelated error, unrelated post-strike damage, or related post-strike damage. The photo is too small to render an opinion.

Thank you very much Coop and Mike Diamond for your time and input on this! Coop- I have not yet weighed it but will weigh when I get home from work today and repost. Also, I will attempt to take some better, close up pics of the cent today and re-post. Thanks again!

 My first impression is that this happened post-mint. Notice how the date was impressed into the coin, but under the debris.. can't have both.

If it is raised above the field or coin surface, Then makes me think harden epoxy applied after strike. The exposed part of the date seems to show flow of the material as it hardened up. Thanks, Doug.
