Could be a RPM. Or it could be that the mintmark took a hit. We can decide that when you tell us the date.

1989 was the last year the MM was added to the die by hand & punch method thus eliminating the popular RPMM. 1990 the MM was added to the master die's

The center is showing split plating making it look like an east. I've seen this before:

On this one, the plating curled making it really look like a RPM. But it is not.
