I think the obverse legend has been repunched on your coin chequer.

I have a 1861 NS cent with repunched legend on the obverse.

Forum member Bosox noted in an email;

Re-punching of the legends in maritime copper coinage was a very common practice. After they sank a die, the mint staff (or Heaton) would enhance any weak letter by manually re-punching them. Consequently, each of the dies had a unique combination of re-punched letters in the legends. It looks like a doubled die to me, you can see the notching.

I agree with SilverDon. I've seen these before, too. the reason you can see notching is because the mint master didn't (maybe couldn't) align each letter properly. Therefore, some letters would be slightly "off", and appear doubled.
