I think the obverse legend has been repunched on your coin chequer.
I have a 1861 NS cent with repunched legend on the obverse.

Consequently, each of the dies had a unique combination of re-punched letters in the legends. I agree with SilverDon. I've seen these before, too. the reason you can see notching is because the mint master didn't (maybe couldn't) align each letter properly. Therefore, some letters would be slightly "off", and appear doubled.
