Throughout the rim the white overcomes the copper. Is it silver or a error or just normal?

Can't tell anything from the image provided. There are some years that would have silver dime coins that are after 1964. But they would have a 'S' mint mark because they are Silver proof coins. (1992-Forward) Hope this helps.

Is that a pic of just toilet paper? Is that the coin on the left side?
This could be the zinc under the copper showing, possible from someone rubbing the copper away.
Rest in Peace

to the forum! Hard to see anything with that picture. If it is a Philadelphia mint it's not silver. It could have been plated.
