Here's a somewhat similar LWC that had multiple comments resulting in a majority opining towards an artificial toning designation:

Your coin, on the other hand, looks to be natural toning only from a perspective that the color transitions are smooth (as opposed to being abrupt with sharp edges...)when moving side to side or up to down.

Interesting color, one way to find out...send him in, preferably with some other coins to spread out the shipping fees. If it comes back problem free, people will pay a "pretty penny" for your "pretty penny". I paid more than double trends for my toned V.D.B. for my Type collection.

Yup 100% natural IMO. The 1909s do indeed tone like that. I actually have a few Wheats with that purple,blue color.

I have a 1910,1918,and 1928 like that.I have seen 09's as well. Very nice coin.

Here is my 1928. The reverse color is spot on to,the obverse is more of a silvery blue.

Though, not common, I have seen LWCs tone blue. I think that this coin is natural

Toning shouldn't really be referred to as NT or AT! A coin is either "market acceptable" or "not market acceptable", the source of the toning is irrelevant.

This color of blue is widely accepted by collectors and the TPG's for Lincolns. I think it's a good looking coin!
