looks VF-30 to me.

VF-30 or so. It has an old cleaning that is usually ignored.

ICG graded this VF-30 details - Corrosion. I guess they didn't like the few dark spots on the obverse and reverse.

The toning spots are probably okay. It looks like the corrosion might be behind the eagle's neck and near the arrows.
