I am not seeing any doubling. Your pics could use some improving. The marks above the letters in IGWT is split plating.

Yes. Hydrozyncite developes under the compromised copper plate causing it to lift. Eventually it'll consume the zinc substrate and collapse leaving a thin sheet of copper foil.

Often you see gray through the split plated area. But even a pin point gouge will split the plating and make a raised area.
