I have been thinking about this one...it looks more like a piece of metal struck onto the surface of the coin?

Possible retained struck through?

Wouldn't a die chip merge into the surrounding metal and not have the distinct, abrupt edges we see here?

Kind of looks like a die break. Looks similar to the break on this "BIE"-TIY.

It is a die chip on the date. Note how the chip is developing as it ages even more with more coins struck.
