Assuming the toning is genuine, what would this Barber dime grade? Also, what is a good price to pay for this coin?

not sure on the toning being original. its tough to tell through such small pics. typically, electric pastels are an indication of an accelerated heat source or some type of modern manipulation versus contemporary wholly original over time. The brightness of the devices on the obverse alone could be a tell tale indication of a cleaned coin that was manipulated.

Notice how the detail is of a lof EF/High VF coin. There should be no luster at this grade level, meaning the silver does not have the spectral reflectivity to cause the rainbow toning dictated by thin film interference. In effect, the color should be gray. However, this coin was cleaned, which made the surfaces regain part of their spectral reflectivity, giving the color you see. Notice how it is just the first cycle of colors in the color progression. Since there is no luster to pop ot the color, the toning gets really dark really fast. Compare with a BU morgan toner.

My grade? EF details, cleaned and retoned.

I'm not sure about the toning but as far as grade I see to much wear and no luster for it to grade AU anything , looks closer to VF 35 \ EF 40 in my opinion ...

Absolutely a great idea. More so, start to look at toned coins and especially search this forum using the key-text "AT". With some time and patience you'll come across many threads where those who have decades of true experience in handling AT versus natural have pointed out against posts made by aspiring collectors. You'll quickly begin to recognize what is natural contemporary toning that has occurred over the true course of time versus doctored/accelerated.
