Impossible for me to say based on those photographs ... you need to tilt the coin in a strong light and look for breaks in the luster to determine if that is strike weakness or wear.
Wear will appear visually as a break in the luster ... while strike weakness will not.
Based on the reverse eagle neck feathers ... the overall strike on this coin is average.

Thank you for all the input - here are two angled photos. The first one shows some flatness on the cheek and eyebrow. The second one is from a different angle. Thoughts?
Little better picture, might even be more better if the coin was out of the 2X2. Sometimes the mylar film from the 2X2 with hit on the high spots of the coin. Can change how the coin looks.
I am not sure what to think about this coin. Are the flat looking spots from a wear strike or slight wear.
