I don't think they normally sell a really large number of bags, I think they sell mostly rolls. Then a very large percentage of the bags that they do sell are probably opened and searched. That wouldn't leave a lot of unopened bags to appear on the market. And of the ones that do probably a lot of those are then opened and searched. The number of unopened bags probably dwindles down pretty fast.
I would also wonder if the sales of bags and rools might have been lower than normal in 2014 as well. All the real interest in the
Kennedy halves that year was focused on the high relief coins. The regular business strikes kind of took a back seat that year.
