If you had/have the financial resources (I don't for this one!), and needed/wanted a 1914-D in a high grade, would you buy this coin? Why or why not? Very nice coin. Only if it could cross to PCGS. It would be very profitable. I guess the seller has tried multiple times.

Honestly, no.
Lots of chatter starting at the shoulder and heading north.
Would REALLY like to see the rims of this coin.
...and this is completely judging by the pictures, but this "red" is a bit too bright. Could be just the white balance of the photo, but, I don't think so, as there is some spots on the rims.

If I was spending 30k+ on a coin,it WOULD NOT look like that. Too many carbon spots for the price you are paying and a little too much chatter and I do not like the color it has.

If I was spending $30k on a coin, it would not be a Lincoln Cent. Actually, if I had $30,000 to spend, it would probably not go towards a coin! It would make a down payment for a nice house.

'Would you if..." This is one of the most difficult questions in the world. Too many ifs. IF 40 grand was what $40 is to me now, then most likely no. I would look for better
IF I had hunted and saved for decades and I had the 40 G and saw it as my last best chance to own an unc, then yes.
Right now if I had the money I would say no. I have a 14-D albeit in fine but there are many things I could spend that same money on for dates I do not have and find much more enjoyment.

If I had $40,000 to spend on a coin, I'd instead spend it on a charity that needs the money like RIGHT NOW. For example, saving a local library that can't afford to keep its doors open.

I am a Lincoln Cent lover, but as others have stated this one is not quite "perfect enough" for my taste. Too much chatter and a slightly strange color. Also it seems to be a MS66 slider if the seller really has tried to cross it over to PCGS multiple times.

Not a fan of the spots either, possibly lightly cleaned at some point. I agree lights are too bright, luster is washed out.

Probably not. Too many carbon spots to warrant a 66 grade IMHO.

Thanks y'all! Very helpful responses re: the appearance and appeal of the coin.
