I got this one in change. My experience with quarters is very limited, is this a clash? Two marks above each end of the arrows.

They appear to be die scratches to help remove a clash from a die. (The dies transfer the outline of the interior devices. busts/building and other central items. Here is an overlay of a quarter. Lets see what may have caused what you are seeing?

Looks like the nose area is to the area left of where the die scratches are and also part of the eye. So it may have been leftover from the polishing of a clash of the nose area? But no big premium for this, but always nice to know what happened/could of happened.
