It looks like the dime was stuck under something (table or chair) with the obverse on the floor or ground, and much of the profile and rim was ground away. I just think its damage, PMD

to CCF. It also looks like damage to me.

Looks like it was sanded and flattened. (sanding the coin left part of the copper showing) Flattening squashed the devices on both sides. The weight will be less than a normal coin.
