It depends on the composition of the coin and the nature of what is being removed. There are things that can be (carefully) done. An acetone immersion can remove some types of surface contaminants. Silver coinage can be "dipped" to eliminate unsightly tarnish. Ancient bronze coinage is routinely conserved, often by a soak in olive oil.

That's a too short answer with respect to a very complicated topic. How a coin is handled during such procedures can make all the difference as to whether it'll be adjudged "cleaned" afterwards.

As posted above ... The question is to general for any one answer.

As for hand soap or dishwasher .... Maybe for dirty dug modern coins.
Other than that I would say no.
