I asked the teller for any dollar coins she might have, and she produced this: Never seen an Ike in such rough shape. It was only through a lot of effort that I was able to see that it's a 1971. This begs the question: Aren't banks supposed to remove damaged coins like this from circulation?

I have seen a lot of British One Pound counterfeit coins in much the same condition.
In this case, probably road kill or similar.

Quote: This begs the question: Aren't banks supposed to remove damaged coins like this from circulation? In theory yes, in actual practice they rarely do. Instead they just tend to refuse to accept them. The treasury does have a program for removing mutilated coins and reimbursing people for them, but that is shut down at the moment while they restructure it. It seems some Chinese businessmen were using it to get "reimbursement" for many millions of dollars worth of "mutilated" counterfeit half dollars.(By some accounts they get reimbursed for more half dollars than the mint ever made.)

They are supposed to, and ship coins off marked as "mutilated" as one bank teller once told me when I cashed in some detector finds.
Regardless, I'd keep it....

Yeah, I'm keeping it if for no other reason than it's unique.

Would that even count as a low ball or is there just too much damage that's not from normal circulation?

Correct. Anyway, it's not the sort of Ike you see everyday!
