That is called a counter stamp. It was added to the coin. Sometimes they are just initials:
I've-Never-Seen-This-Before.--What-Happened-With-This-1990?
Other times there are themes:
I've-Never-Seen-This-Before.--What-Happened-With-This-1990?
But they are added to the coin Post Strike. So they a damaged. Some like them though.

That looks like JFK. I have a countetstamped one with JFK as well..Looks like a different stamp though

to CCF, as mentioned before, this is not an error, it is a counterstamped coin. There is no premium added
