66 was my first reaction, but I dropped it half a point due the disturbance by the ONE on the reverse.
I can definitely see a 66 though.

MS65, slight noise in front of chin. I can see a TPG 66 or 65+ here.

I see a 66 maybe 66+. I have an 81s in a 66 that looks eerily similar

I'm going to buck the trend and say just a 65. My reasons are related to the strike. Philadelphia Mint strikes are notoriously strong and sharp. Note the hair directly above Liberty's ear and the eagle's breast feathers. They lack the detail seen on 65+ and 66 examples. The fields are exquisite on this example, though.
