It's an obv 4 in my opinion. Rounded chin, and the lower serif in D from DEI is not broken.
There are two obverse 2 dies known. One of them has a broken lower serif of N in Regina. That's the more common one and could help you spot an obv 2. The other is a bit harder to spot. It has the broken D serif in DEI and the chin doesn't look round like in your coin. It's rather a double chin
