I think it's both but mostly a Greaser.

1. Well the rims were not touched.
2. The devices are widened like you would see on a Struck Through Grease error.
3. We see no evidence of alteration on the coin.
4. This is a Zincoln with plated surfaces and no evidence of zinc showing.
I feel this is a struck through error. (grease)
