I'm not sure about the reverse, but the obverse seems to have some PVC damage, which isn't good. You can tell from all the little green spots, which is where the coin has reacted with the plastic.

Some sort of environmental damage. Probably too far gone to make it worth while saving.

You could try giving it a quick bath in 100% Acetone, but I really feel it's a goner.
