Badly damaged.
Value = 1 cent.
Am I missing something?

It is impossible to have a re-punched mint mark after 1989 as the mint changed the way the mint marks are put into the dies. Prior to 1990, the mint marks were punched in by hand and often times needed more than one hit to get the desired result. This could sometimes result in the punch moving slightly and causing the appearance of two or more strikes. Now they are made at the same time as the rest of the coin's details.
As for the rest of the coin, it has been damaged after it was struck and holds no value above one cent, as Pete said.
I guess I don't see the woman either, like fioti said....

Anita, you are looking too hard to find things that are not there. Errors and varieties are created at the mint. When you find something, ask yourself how could this happen at the mint. Maybe learn the minting process, then you will understand a lot more about how things happen. Good luck.

Yes! I see her too! I think she might be Mrs. Franklin!
