Closer images might help, but from what I can see I will guess that it's Mechanical Doubling. That coin doesn't look like a Proof cent to me.
Remember "Proof" is not a grade, it is a type of coin.

I agree that the Op's coin does not look like a proof.

And from these pictures looks like Machine Doubling
