As much as I'm looking for what you guys think about the grade, I'm asking if you think this is scrubbed/cleaned. All the abrasive looking marks made me wonder...

Yeah, there's been some deliberate rubbing on devices and select parts of the fields. Strange, though. Small areas like between the eagle's legs have been rubbed [probably with a cloth or shirt tail] while other places have only taken minor coverage.

Long story short, I'd say EF-40 details.

I'd keep it in my collection or buy if the price is adjusted.

With different lighting for the photos this one would probably look original. I say AU-55.
Whizzed was a process used in the 70's and 80's where the surfaces were hit with a high speed wire brush to add a bright cartwheel luster. Little tic marks would be seen near all the raised parts of the surface. This coin show no signs of that.

AU-53 straight. Lots of luster around the perimeters which looks natural. No obvious evidence of cleaning to me.

Maybe I was wrong with saying wizzed ,but come on look at the entire surface of the coin obverse as well as reverse .
that is not normal . Even OP says :
