Is this considered a struck through? It kind of looks like a planchet flaw to me, like a chunk came off at some point in the minting process. But i'll leave this to those with more experience than me

Apitrix, I think that is actually called a Cud. I cant tell 100% but it does look like a blob of metal correct? if so then it is a Cud.

No clue what it is but it is missing a big fat chunk and has some details falling into the groove

The details "falling into the groove" would definitely signify that the planchet had the divot before being struck. So this is not a strike thru. It's not a Cud either. A Cud would be raised.
It is a Flawed Planchet. A very nice example too!

It is a nice deep strike through error.

The inside of the error area is too smooth to be a planchet flaw. Also, some transfer of the design is not uncommon on strike through errors.

A Cud is a completely different looking error, with a raised surface emanating from the rim of the coin.

It is a strike through, the planchet was not made like this. If it was, the devices would still be there. The fact that they are gone tells me that there was something in between the planchet and die when it was struck. Most likely a piece of metal. Very Nice Find!!
