Where did you find this? I'm limited in my knowledge about error coins but if this is truly a coin then it is really far out there on the PMD scale. Have you tried comparing it to another coin to see if it even closely matches diameter/thickness/weight? Perhaps there are some details that are evident in hand that do not show in these pictures. If this is a post 1982 one cent coin then I am going to say that this spent some time in the dirt and it has some advanced zinc rot. If this does not match a known coin in size then I'm going with a guess that it is some discarded part from an auto repair.
