The marks in the center of mint marks are usually from a damaged mint mark punch. If you see this a lot on that year on the mint mark and the mint marks are in different locations, then the damaged punch was probably the cause of what you are seeing. If you question a certain year, use coppercoins,com in the RPM sections to get an idea of what was normal for that year. Often you will see the same thing going on on several dies.
