Your photographs are too blurry to be positive, but it sure looks like someone deliberately removed some of the copper cladding.

Probably was trying to polish the coin, and accidentally polished the copper right off! People do strange things to pennies.

Will try to get a better picture. Sorry it's so blurry! There is a raised rim of some silvery metal around the edge, zinc? There is a copper colored part in the center on the back that's raised. It looks like the regular penny was encased in the silvery material on one side and twisted off.

Added some better images. On the left is a regular penny. I don't think it's sanded as there is a raised edge that you can now see in these clearer images.

 to CCF.Your LSC =Lincoln Shield Cent is copper plated zinc. The silvery color you are seeing is zinc. The coin was damaged intentionally. Value one cent. John1
