It's a first responder challenge coin, like the military challenge coins. But it is probably being sold to raise money for the officers families that were shot in Dallas. Circus, thank you very much. I tried a few Googles, but apparently "challenge" is the key word.
Responding officers were awarded this coin. I know one, and I think his brothers might like one for Christmas.
