Thanks for the replies, this is actually in a full 1946-1964 48 Dime set I have in Dansco book.
My follow up questions are:
1) Does this increase the value of this coin?
2) Also from what I am finding the the current value of a 1949-S UNC starts at $45 is this correct?

From here it looks as if there is a thread laying across the top of the coin.Because,it looks like it has a shadow below it.But I could be wrong! Retained strike through maybe?

Yes. Error coin collectors will pay more for that coin.

Here's one on ebay. It is a more "spectacular" error so it's worth more than your coin. http://www.ebay.com/itm/PCGS-10c-19...AOSwqu9VN~C-

Error prices vary a lot and the grade of the coin matters as well. To find the real value, you'd have to find one a lot like yours. You can search error coin dealer sites to see what they have or keep an eye on ebay for sold prices.
