Recently picked up this 1967 cent...is it a brockage?

The rock dove is clearly visible on the obverse, as is a reverse image of the "Canada 1867-1967".

The rock dove is also visible on the reverse (where it should be), but there is a lot of other weird stuff going on...a large "C", and raised metal 'ridges'.

Error or PMD?

Agreed, vise job. All the stuff on the reverse is probably from whatever it was squeezed against on that side.
