Most likely the dime in question was placed in acid to clean it. The copper on the edge is eaten first, which results in a grooved edge. A clearer picture would help.

We need to see a picture of both sides of the coin, too.

Something happened to that coin. Damage is far more common than mint errors.

Anyway, if you can get some more pics it would help our experts.

Yep acid damage. It is hard to see in the image but the copper still shows evidence of the reeding. The only way that could have been formed would be if the copper was originally as far out as the coppernickel so it could be forced into the reeds in the collar. So if the copper was originally as far out as the coppernickel the only way it could now be recessed is either by milling which would eliminate the reeding, or by being dissolved by acid which would remove material evenly allowing the reeds to remain even as it retreats toward the center of the coin.

I am a little curious what the rest of the coin looks like.

Most likely as Fuzzy posted coin was exposed to acid.

But I have seen some very strange partial collar errors.
