These have been minted for years by private mints in England, with mintages from 20 or so to a few thousand, but most in the few hundreds. All look like semi-real coins, but always with the wrong monarchs, or coats of arms or whatever. They are basically tourist trinkets, with some dates 1936 or 37, but many 'dated" in the 1600-1800's. In my 2011 "Unusual Coins" book, they full retail at $25-$50 for the (essentially) nickel coins, but some come in real silver or gold and worth bullion value. Richard Lobel designed many of the fantasy pieces for England and Canada, but I have no idea who he is. I see red flags and 11' pole marks all over this offering and I wouldn't believe the "18" minted.
