I'm a little confused around whether this would be simply offstruck or a die cap due to the raised rim?

It looks like a simple off centre error. A die cap would have a raised rim all the way around.

Actually looks like a smaller planchet as well, might want to weight it

It looks like two planchets fused/sandwiched together in the obverse image. I don't know if that's possible or what it would be called.

Off-centre, but struck with collar fully engaged. That is quite the Rim Fin on that coin.
