Yes Phil310 it's Haxby PC59-542 and the other one that I have is not like that?

If it's 542 it would have to be either crud buildup or a late state die chip. I think it's probably buildup. Have you tried to see if a wooden toothpick will flake any of it away?

Phil310 it is not crud buildup, it is metal so it would be a late die chip? Never seen one like this before on the 9 but I guess it can be anywhere on a coin! Thanks for your reply. Any one else with an opinion?

Are there any reverse die cracks? There should be some if it's a late state.
