It either has insufficient inking on the series date or someone has removed it.
There are no engraving errors shown of this kind.

This looks like it's been messed with. The areas where there should be left sides of 88 are jagged as if the fabric has been pulled away.

There appear to be slightly darker areas where the parts of the 8's have been removed.
