Not an error, but some kind of doubling on the reverse. Might just be Strike Doubling, can you zoom in on the 1)lettering in One Cent, and 2) USA?

It can vary from strike to strike, circumstances as to what caused the looseness of the dies. Even the same set up can varry in the same run:

You can have it on just one device. You can have it on both sides of a device. Certain years can have a higher ratio of this happening. The rule is for Machine Doubling; There are no rules, just variables.
