I'm thinking metal pushed from contact. There is a horizontal mark beside it and looks to me like a gouge below it. Just my opinion derived from a wild guess.

The fields are the outside part of the die. Any contact that makes an incuse mark on that area will leave a raised area on the coin. If it were from a hub issue, we would expect to see more areas affected. Here is an atributed example:
