I placed the coin in a file and blew up the scan and now I think ICCS is wrong. However it is getting late here in Florida and look at item no 291759939127.

Looks like high relief to me.
"Dipping" is not considered cleaning...

Of course it is a High Relief 1951 steel five Cent. Nothing wrong with the listing or the Grade or the ICCS attribution.

reverse scratches on the coin which IMO should've been noted..i know they're fairly common on 5 cent pieces though so I assume ICCS gave it a pass?
