It is not a doubled die. The die that struck your coin was normal, the machine damaged those devices after the strike with a bounce/slide/or some other die movment. These are very common on the 1968-1972 cents. Here are a few others from those years: They were hub doubled, the devices would be enlarged, not reduced in size:
