Figured it was worth throwing $5 at, but not sure what's going on with the date area. Is it Machine Doubling like seller says?

That is Die Deterioration. A graded coin worth what it says on the reverse of the coin.

Evidently the seller, or someone else who had the coin, thought it was something special since they had it graded.

Just a common cent.
