So, if this is off center and not MAD, but has all the design elements and no rim, would it be called an "off center broadstrike"? It is exactly 10% off center. It has no reeding except for about 5mm above Washington's head where a sliver of reeding on an angle is visible.

All of the design elements are present and the collar was not involved in the strike so it would be an uncentered broadstrike.
