Hard to tell from the photo. It should have "fire" in the upper serif gap on Canada, and slight D/D on the right stem of the T in Gratia, D/C on the upper R serif on the N in Canada & bottom left. A D/D on the bottom R of the C in Victoria and you should see (or feel with a light tough of a toothpick) a raised portion in the gap of the 9, between the tail and the upper part. You may or may not see the inverted 9 in the upper loop (low)depending on how late in the die use that it was struck. The vine break at 2 looks as it should be for one, but maybe a little too wide.

From the photos provided, this is a mid-grade Haxby variety 322 / G3 exhibiting distracting scratches.
This is not an inverted 9.

so whats going on in the 9 it sure looks like it is inverted 9?

I think Doug has correctly identified this variety as
Haxby PC59-322 (32 + G3).

There is a heavy die crack through the back of the E of REGINA which identifies this obverse as 32.

There are only two reverses known for this obverse. The G3 reverse has a gap in the loop above leaf #2, which your coin appears to have. The stem to leaf #9 also appears to match the G3 stem.

You can go to Dr. Haxby's catalog to make sure they match.

Damage and dirt on a coin can often make them appear to have repunching where there really isn't any. Knowing which dies produced the coin helps to separate actual features from damage and dirt.

Don't give up on finding the 9/6. As you get more familiar with the 1859's, you'll probably spot one when you least expect it. In the meantime, there are a lot of other interesting varieties you will come across in your search.

Try to remember this Sam...You don't ID the inverted 9/9 by looking at the 9..

Go to the Haxby site and start studying the "markers" and facts there..

ie: quad C..,..open vine at leaf 2,..d/c at leaf 12..etc...etc...

This is not rocket science..
