I've never heard of it either but Wikipedia was useful and this does look to be a Web note of the 1988A series B..L block and could be worth $1000, depending on condition. The back plate number is a key marker. Just what I read...

The 1988A WEB note, block B-L, was one of the first WEB notes printed, (May 1992). Prices are strong for uncirculated examples, and many notes I've seen have less than perfect margins. All of the B-L WEB notes are combination 1/1. Prices seemed to peak on these around 2009-2010. To be worth a grand, it should be at least CH-CU.

Picked mine up back in 2012 as a private sale from a collector that was liquidating his collection of WEB notes. The 1988A Atlanta WEB star was another note he sold me. I paid way way less than $1,000 for this and it now sits in a PMG 55EPQ holder. It's a tough WEB note to find in uncirculated condition.

I have read about these before. I know someone who found this in circulation, but not in this shape. They are pretty cool

I have around 100 web notes that I pulled from circulation,so I have heard of them. I do not know current values but the note on Craigs list looks nice.
